Typical responsibilities will include:

  • Administers specialized and/or major contracts by analyzing performance requirements and customer purchase order requirements including those issued against Basic Contract Agreements and/or Long-Term Agreements.   • Investigates and resolves claims or complaints by collecting and analyzing information. Coordinates with relevant functions on technical and/or quality issues, data requirements, and other business issues as applicable.
  • Monitors contract performance by determining compliance to contract requirements and determining the need for amendments or extensions to the contract. Determines when customer directed changes are out-of-scope.
  • May be responsible for division or site export compliance administration and training to ensure company data and intellectual property meets all regulatory requirements.
  • Recommends actions by analyzing and interpreting data and making comparative analyses. Analyzes proposed changes in methods and/or materials.
  • Acts as the point of contact with the customer on assigned contracts and participates in customer presentations.
  • Maintains current professional and technical knowledge and may participate in professional associations (e.g. The National Contract Management Association (NCMA or the International Association of Commercial Contract Management).
  • Complies with the federal, state, and aerospace industry regulations; ensures adherence to requirements and advises management on needed actions.

Qualifications:

  • Bachelor’s degree (BA) in Business Administration or a related discipline. Contract management certification preferred.
  • Demonstrated ability to perform the essential functions of the job typically acquired through six or more years of progressive experience.
  • Thorough knowledge of contract administration principles, industry practices, regulations, and policies. Knowledge of legal and regulatory requirements related to contract administration, government procurement, and export compliance if applicable.

Job Description

This position will be in the Strategy and Workforce Insights department, reporting to the Senior Manager of Portfolio/Project Management in Human Resources. The successful candidate will provide support to project managers by developing and tracking of project plans as well as creating and reporting on portfolio and project performance. Job Description

The business services department conducts a large portion of the contracting and purchasing efforts of the company. The candidate selected for this position will support the operation of the business services department with a specific emphasis on contract and RFP development. SENIOR SUBCONTRACT PROCUREMENT SPECIALIST – Supply Chain Program Manager – REQ 3247

SUMMARY
Working in a cross-functional environment (Programs, Engineering, Customer Support, Supply Chain, and Quality) and assigned to a specific OEM program, this position will co-ordinate and govern Supply Chain activities (supplier selection, sourcing, negotiation mandates , BOM cost, delivery, risk , change management and quality requirements) which  support the program requirements.

Essential Functions:

1.  Ensure the Supply Chain process is fully engaged throughout Parker’s SDDP process.

2.  Attend program/engineering reviews and lead appropriate actions to ensure that Supply Chain activity is coordinated with program priorities.

3.  Align Supply Chain activities to meet program critical path requirements for development, non-production (lab) and production hardware, ensuring compliance with customer flow-down requirements.

4.  Lead Design to Cost activities and any subsequent cost-reduction activities, to achieve program target cost. Includes monitoring, reporting and corrective action on Supply Chain BOM cost throughout the program life cycle.

5.  Establish the supply base risk management plan with the program manager and supply base to identify and mitigate risks on a real-time basis. Work with the program management team to establish, identify, and mitigate any potential supplier risks.

6.  Leads the extended Supply Chain (PRR) production readiness review in support of Program requirements.

9.  Manage sub tier supplier performance, including scorecard implementation, program/project and supplier monitoring, capacity planning and problem solving.

Education and/or Experience

 SENIOR SUBCONTRACT PROCUREMENT SPECIALIST – REQ 1927

SUMMARY
Responsible for negotiating and administering commercial flight control electronics “development and production” major subcontracts: ensuring supplier compliance to terms and conditions, requirements, schedule, quality and performance criteria. Serves as the departmental subject matter expert on major sub contracts and will advise management on sub contract issues.

RESPONSIBILITIES

  • Develops company negotiation strategies based on an evaluation of cost and pricing data. Conducts fact finding investigations. Negotiates long-term contract agreements with key suppliers to obtain effective prices, terms, products, and services.
  • Plans and conducts major subcontract negotiations. Prepares subcontracts, statement of work, supplier data requirement lists, contractual documents and amendments as required to comply with contract specifications.
  • Responsible to process supplier assertions: review claims, conduct fact find, propose negotiation strategy, obtain management approval on the negotiation plan and mandate and negotiate claims in support of the program requirements.
  • Processes purchase requisitions and issue, modify and maintain purchase orders that accurately reflect price, schedule, terms, and conditions as negotiated with suppliers. May include orders with international suppliers and/or subcontractors involving import/export trade.
  • Administers subcontracts by interpreting and implementing the terms, conditions, and/or provisions of the purchasing agreements. Develops and administers all reporting procedures with subcontractors on rates of expenditure and analyzes such expenditures against allowed budgeted amounts.
  • Complies with federal, state, and aerospace industry regulations; ensures adherence to requirements and advises management on needed actions. Complies with Government/Commercial Practices Manual (GPM/CPM) policies and procedures.
  • Shares specialized knowledge with others. Represents the company on specific projects. Contributes to team effort by accomplishing related results as needed. Work assignments may include cross-functional or project team responsibilities (e.g. continuous improvement).

Job Requirements: 
QUALIFICATIONS

  • Bachelor’s Degree (BA) in Business Administration or related field (e.g. finance, law/contract law; program management), or an equivalent combination of education and experience which has provided both theoretical and practical knowledge in the field.
  • Demonstrated ability to perform the essential functions of the job typically acquired through ten (10) or more years of increasingly responsible experience in contract administration or procurement including two or more years of high-level project and customer/supplier management. Certificate in Purchasing Management (CPM) or Contracts Management desired.
  • Advanced, specialized knowledge of material requirements planning methods, principles, industry practices, and policies. Knowledge of complex legal and regulatory requirements related to government procurement regulations, or similar commercial or FAA requirements.
  • Proficient with standard business application software and specialized purchasing and/or materials systems (e.g. electronic data interface (EDI) or manufacturing resource planning (MRP) systems).
  • Ability to work on complex problems where in-depth analysis and evaluation of situations or data frequently require complicated negotiations.
