Hello everyone,

Our March 20th, 2018 speaker is Mr. John Noone, Contracts (Project) Administration Manager and Attorney.  John is an attorney at law, an NCMA Certified Professional Contract Manager (CPCM), an instructor of Contract Risk Management at the University of California, Irvine in its Department of Continuing Education and a member of NCMA.

John is currently a Project/Contract Administrator with L-3 Communications Power Paragon but his work career covers both commercial and government industries.   John’s expertise covers: Contract law, Civil Rights (Due Process); Criminal Defense; Family Law; Constitutional Law, Entertainment & Sports Law and Wills & Trust.

John’s presentation topic on March 20th will be:  “When Does Contracts Management Become the Practice of Law?

February 27th NCMA Orange County Chapter Speaker Ed Velasquez

Hello everyone,

Our February 27th 2018 speaker is Mr. Ed Velasquez, President and CEO of Capital Government Contract Specialist, Inc. (Capital GCS, Inc.).  Ed is an experienced international program and acquisition management professional.    His company specializes in new business development for program management and acquisition support services in the domestic and international industries both public and private sector covering such industries as public transit, professional resource placement, commercial aviation, National defense, space transportation systems, Federal Banking regulators and public construction projects.  He is a seasoned business leader with 25 years of executive leadership accomplishments.  He is also a NCMA Certified Professional Contracts Manager and a Fellow of the Association.   Ed’s various areas of expertise include: program management oversight, integrated project tem development, pre-award requirements planning, solicitation preparation, evaluation criteria development, source selection committee oversight and training, negotiations, post award oversight, performance based contracts, alternate dispute resolution, international acquisitions, International Traffic In Arms (ITAR), program risk mitigation, and cost avoidance through budget spend planning

Ed’s presentation topic on February 27 will be:  “So You Weren’t Selected – Have You Requested a Briefing?” which will cover FAR 15.505 and 15.506 and how to obtain a de-briefing when you were not a successful offeror in a government agency’s competitive bid.

DFARS 7012 Cybersecurity Webinar #4: Strategies to Minimize Business Impacts of DFARS 252.204-7012

The next free webinar in the DFARS 7012 Cybersecurity Series is scheduled for September 13th, 2017 at 1600 EDT / 1300 PDT / 1000 HST. This is the fourth in a series of free webinars on the DFARS 252.204-7012 “Safeguarding Covered Defense Information and Cyber Incident Reporting” clause, which is now in all DoD solicitations.

“Strategies to Minimize Business Impacts of DFARS 7012” will be a two-part webinar starting with executive-level descriptions of potential business impacts companies need to be aware of, and strategies to mitigate these issues and risks. Specific risks include incident exposure, proprietary company information exposure, assuring subcontractor compliance, and interpreting the many gray areas of NIST 800-171 and other regulations. This 4th webinar in the series will provide executives and managers with a clearer picture of the DFARS challenge and how it may impact decision-making and corporate direction. Cybersecurity and DFARS 7012 is not only an IT issue but spans across the organization in HR, polices and procedures, training, legal matters, and physical security, and requires relevant cybersecurity expertise.
A lot of questions and concerns have been raised by the DFARS 7012 clause, and this series is providing updated information, clarifications from Government-hosted Industry Day, FAQs and resources to help the defense contracting community.
This webinar series is geared toward Defense Contractors and their Executives, Contracts Managers, Program Managers, IT Managers and FSOs. Learn more about how to interpret the DFARS 7012 regulations, identify compliance gaps, and implement the prescribed security controls.

Featured Speaker: Tim Williams, Technical Director, eResilience

Tim Williams is a Chief Security Architect with expertise in DoD/NSA cross-domain security architectures and enterprise systems. He has over 34 years of success in providing product design, development, and integration guidance for commercial and government secure and accredited systems. Mr. Williams is a subject matter expert for design and deployment of NSA Commercial Solutions for Classified (CSfC) systems and support for customers implementing NIST RMF, DoDRMF and NIST Cybersecurity Frameworks. He has performed risk and security control assessments based on NIST guidelines (800-30 and 800-53a) for public and private organizations and has worked with DoD red and blue teams during large cyber exercises. Mr. Williams has developed and worked through the evaluation process for meeting the FIPS 140-2, Common Criteria EAL-4 requirements. He holds six patents in the multi-level security area and secure virtualization.
